• What techniques do they use to optimize my site? (Avoid blackhat SEO, spamming and cloaking techniques)
• Ask a portfolio.

Analyze the data - be sure that they provide you the exact details needed, compare their rates and services, try to contact the subject they give on their portfolio and ask how they perform
Interpret data and form conclusion - weight the results according to the specification above.

Test - Don’t give them do the whole thing, let them run on testing period, start on single site if you have number of website to be optimized, just let them work in a few target keywords and keyphrases.
